Capacity building
Experience has shown that the introduction of CESEF products and application usually failed because the application sector, (architects, enginees, contractors, and most important the masons) is neither familiar nor trained to use a CESEF products / techniques. Therefore, the very basis of any CESEF technology introduction is capacity building at all levels.
In order to build up the necessary know-how to introduce CESEF building material and practices a modular training approach was selected. The modules were categorized into three main sectors namely; Raw Material, Product and Application. New modules can be added as and when required.

Best practices
The project has set up a BPWS, "Best Practice Workshop" in Butwal. The objective of this workshop is to identify the building materials that has the highest potential of energy saving and establish the best production and application practices.The products with the highest energy saving potentials are those which will be disseminated through pilot entrepreneurs through out Nepal.
Involvement of local stakeholders
The major concern of the project was not to know better or patronize, but to consult the construction key stake holders and to develop jointly a reality based project working strategy. To ensure this, the project organised several meetings with key stake holders from three districts Navalparasi, Rupandehi and Kapilvastu.

House hold level building material technologies
Beside the objective to reduce embodied energy the CESEF project explores the potential of job creation through self employment. There is several house hold level building material technologies existing that allows construction material augmentation through the informal channel. The basic infrastructure investment for these simple, but very effective technologies is ranking from Rs 150 to Rs 1500, hence very affordable and easy to initiate a self-employment business.
